How we know · policy checked on October 26, 2026

Blinn College requires every high school, college or university transcript from outside the US to be evaluated by an approved NACES service, ECE, IEE, The Evaluation Company or WES, and sent directly by the agency; this applies to F-1, resident and asylum applicants alike.

Blinn's evaluation agencies, such as WES and ECE, accept certified translations from professional services such as eVerbary.

You order the translation first and send it to the agency with your original documents; the evaluation itself is something we do not produce.

Worth knowing about Blinn

Four agencies

ECE, IEE, TEC and WES, through Blinn links.

3 to 6 months

Blinn's own estimate for an evaluation.

Originals only

Reports made from copies or scans are refused.

Blinn requirements in detail

Translation

Blinn's foreign transcripts page sets no translation rule; the translation is what the agency needs to evaluate a document not in English (Foreign transcripts requirements).

Who may translate

Set by the agency: WES, ECE and IEE accept a professional translation; The Evaluation Company asks for an ATA-certified translator.

Evaluation

Required for every transcript from outside the US, by an approved NACES service, sent directly by the company to Blinn (Foreign transcripts requirements).

Report type

High school only: a general report. College or university: course-by-course, including high school; general reports are not accepted for college records (Foreign transcripts requirements).

Originals

Original documents go to the evaluation company; reports based on copies or scans are not accepted (Foreign transcripts requirements).

Timing

Evaluations can take 3 to 6 months; Blinn recommends starting when you apply (Foreign transcripts requirements).

Transfer F-1

The admission regulation also asks for a certified English translation and the original transcript for foreign college coursework (regulation).

What each evaluation agency asks for the translation

Blinn names four agencies and gives a Blinn-specific link for each, so the report is routed to Blinn (Foreign transcripts requirements).

WES wants an exact, word-for-word translation by a professional translator and does not accept translations by applicants.

ECE wants a complete, literal translation in the same format and lets applicants translate themselves; for $85 it sells a waiver under which it translates internally for its report, without giving you a translation you can reuse.

IEE wants a certified translator and refuses translations by the client or a notary public.

The Evaluation Company asks that an outside translator be certified by the American Translators Association; if you choose TEC, ask eVerbary for a free quote and say it is for TEC, and we assign a translator individually certified by ATA for the languages ATA certifies.

Where Blinn's pages differ

Blinn's foreign transcripts page and Section 11 of its admission regulation require a NACES evaluation for every transcript from outside the US.

The same regulation, in its list for transfer F-1 applicants, asks for a certified English translation and the original native-language transcript for all foreign college coursework and says foreign transcripts "may need" to be reviewed by an evaluation service.

We have not resolved the difference; if you are an F-1 transfer, plan for both the translation and the evaluation.

Same rule for residents and other visa types

Students who finished high school outside the US submit a foreign transcript evaluation report; for coursework at a college abroad, Blinn staff review the evaluated courses after the report arrives and decide what transfers (Administrative regulation: admission requirements).

The regulation's lists for other visa types and for asylum applicants ask for the same high school evaluation from a NACES service, or a US high school transcript.

If you already have an evaluation from another company, scan it and email it with your Blinn ID to transreview@blinn.edu; provisional or unofficial reports are not accepted (Foreign transcripts requirements).

Need a certified translation for Blinn?

$24.95 per page of up to 250 words, certification included, usually within 24 hours for one to three pages. See the price before you pay.

Documents applicants usually translate

  • High school transcripts and diploma, for a general report
  • College or university transcripts, for a course-by-course report
  • Degree certificates
  • National exam certificates that complete secondary school

What an eVerbary translation includes

  • A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
  • Grades exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA.
  • A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload.
  • $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.

Uploading the translation to Blinn

  • The translation goes to the agency with your original documents, through the Blinn link for ECE, IEE, TEC or WES; the agency sends the completed evaluation directly to Blinn (Foreign transcripts requirements). Transcripts or evaluations sent by you or your school are not accepted.

  • For a transfer F-1 file, keep the certified translation with the original transcript, as the admission regulation lists both (Administrative regulation: admission requirements).

What we do not do

eVerbary is a translation service, not a credential evaluation service: we do not issue evaluations, US equivalencies or GPA conversions, and we cannot send documents on behalf of the school that issued them.

For Blinn that means we translate your records; the general or course-by-course evaluation is ordered by you from ECE, IEE, TEC or WES, and the agency sends it to Blinn.

How to order

  1. Scan or photograph every page of the document, front and back, including any stamps on the reverse.
  2. Upload it, choose the language and "certified", and see the price before paying.
  3. Receive the PDF, usually within 24 hours for one to three pages, and upload it with the copy of the original wherever the institution asks for it.

Frequently asked questions

Does Blinn accept an eVerbary translation?

Blinn itself requires an evaluation by ECE, IEE, TEC or WES (Foreign transcripts requirements); WES, ECE and IEE accept a translation from a professional service, and TEC wants an ATA-certified translator.

Which report do I need, general or course-by-course?

General if you only have high school records; course-by-course, including high school, if you studied at a college or university (Foreign transcripts requirements).

How long does the evaluation take?

Blinn says 3 to 6 months, depending on how fast your school sends original documents (Foreign transcripts requirements).

I already have an evaluation from another company. Can I use it?

Email a scan with your Blinn ID to transreview@blinn.edu; if approved, the company sends the original to Blinn (Foreign transcripts requirements).

Can eVerbary provide an ATA-certified translator for TEC?

Yes, on request through a free quote: Spanish, Portuguese, French, German, Italian, Chinese, Arabic, Russian and Ukrainian at $34.95 per page, Japanese, Korean, Polish, Dutch, Swedish, Croatian, Danish and Persian at $44.95. ATA certifies no other languages into English.

Will eVerbary convert my grades to a US GPA?

No. The translation reproduces the grades and the grading scale exactly as they appear. A GPA conversion is credential evaluation, which the institution or an evaluation agency does.
