Forensic medicine, and the governorate
Syrian forensic examination runs through forensic medicine departments at the governorate level under the justice ministry, and reports carry the governorate, a case number and institutional signatures.
A US reader should know which governorate issued the report, because access and capacity have varied enormously since 2011. We name it exactly as printed.
Court-appointed experts, and the committee
Syrian courts appoint experts from lists, and a disputed finding may be referred to a three-member committee whose determination supersedes the individual one.
