Citizenship by descent, and the passport that follows
A very large number of Italian passports held in the United States were obtained through citizenship by descent, recognised through a consulate after a documentary reconstruction of the family line.
So an Italian passport may belong to someone who has never lived in Italy and whose Italian records sit in a comune of origin they have never visited. That is the ordinary case rather than an anomaly, and the comune is where the underlying acts live.
AIRE, and the address that is not in the passport
Italians resident abroad are registered with AIRE, and the passport shows no address. Residence is evidenced by the AIRE registration held by the consulate and the comune.
The carta d'identità elettronica is also a travel document within the EU and a Italian client may hold one instead of, or alongside, a passport.
The codice fiscale, which is not on the passport
Italy's codice fiscale is derived from the name, date and place of birth and sex, and it is the identifier every Italian institution uses — but it is not printed on the passport.
So matching an Italian passport to Italian records means going through the name and birth data rather than a number. We reproduce the place of birth exactly, including the province code, because that is what the codice fiscale encodes.
Married women keep their surname
Italian women do not change surname on marriage, so an Italian passport shows the birth surname for life. A US reader expecting a married name finds the maiden name and suspects an error.
