Joint application at the Public Service Hall
Georgian establishment of paternity is by joint application of the mother and the father to the Civil Registry Agency at a Public Service Hall, and Georgia's administrative services are unusually fast.
Where the parents do not agree, a court establishes paternity and the judgment is registered. The registry then amends the birth entry and issues a certificate showing the father.
No patronymic in modern documents
Georgian under Soviet administration recorded a patronymic in the Russian pattern, and modern Georgian documents generally do not. So an older record for a person may carry a middle element that a newer one does not.
That is the form changing rather than a change of name, and it surfaces when an older Soviet-era document is compared with a current Georgian one.
The personal number, and the surname
The eleven-digit personal number identifies each person and does not change with filiation. We reproduce it exactly.
The child may take the father's surname, and Georgian surname endings — -dze, -shvili, -iani — are part of the name rather than detachable suffixes.
Mkhedruli, and Soviet records
Georgian is written in Mkhedruli, which has no upper and lower case, so a name that looks uncapitalised is not informal and we do not invent capitalisation.
