The civil registry sits under Interior
Egyptian civil status is administered by Al-Ahwal Al-Madaniya, the civil status department of the Ministry of Interior, which holds the birth record and issues the national ID. A change of name is obtained through a court ruling or an administrative committee depending on what is being changed.
The change is entered against the birth record, and the document to send is a computerised birth certificate (mumaykana) issued after the change, together with the ruling.
Handwritten and computerised certificates
Egypt issues a modern computerised certificate and, for older events, extracts from handwritten registers. Foreign offices frequently require the computerised version, and an applicant holding only the handwritten extract has to request the reissue.
Both are genuine. We describe which one the document is and transcribe the register references from the handwritten one.
The fourteen-digit national number
The Egyptian national number is fourteen digits encoding the century of birth, the date, the governorate of registration, a serial with a sex digit, and a check digit. It does not change with a name and it identifies the governorate on its face.

Arabic names, and the four elements
Egyptian names commonly run given name, father's name, grandfather's name and family name, so a full legal name has four elements and a US two-field form loses two. A person may use a shortened form on some documents and the full one on others, which is not a change of name.
Arabic romanises inconsistently — Mohamed, Mohammed, Muhammad — and Eastern Arabic numerals are given in Western digits. Hijri dates alongside Gregorian ones are converted individually. See our Arabic page.
