Names administratively, surnames judicially
Ecuador's identity management law allows a person to change their given names once, administratively, before the Registro Civil. Surnames may be reordered in defined circumstances but a substantive change requires a judicial route.
So the instrument you hold tells a reader which kind of change occurred, and we name it precisely rather than describing everything as "a name change".
The marginal note, and the reissued certificate
The change is entered as a marginal note against the birth inscription, and a certificate issued afterwards carries it. Ecuadorian certificates are now issued electronically with a verification code and a QR, and the electronic issue is the normal form rather than a downgrade from a paper one.

The cédula, and the ten digits
The cédula number is ten digits with a province code in the first two and a check digit at the end, and it stays with the person across a change of name. The reissued cédula under the new name shares the number with the old one.
The papeleta de votación and other documents are reissued separately and carry their own dates.
Gender identity, and the 2016 law
Ecuador's 2016 identity law also permits an adult to record género in place of sexo on the cédula, and a change of given names frequently accompanies it. The registry entry is worded to the statute.
