Recognition can be blocked by objection
Bulgarian recognition (припознаване) is made by declaration before the registrar or by notarial act, and it is unusual in that the mother, or the child once of age, may object within three months of being notified.
If an objection is filed, the recognition does not take effect and the man must bring an action. So a Bulgarian file may contain a recognition that never became effective, and a reader who sees the declaration and stops has the status wrong.
Irrevocable once effective
Once effective, recognition is irrevocable by the man who made it, though it may be contested by a person with an interest within statutory periods.
So the file may contain a declaration, a notification, an objection or its absence, and any later contest. We translate the sequence with dates.
The birth act, and the surname
The recognition is recorded against the birth act at the municipality and the certificate reissued. The child may take the father's surname by agreement, and Bulgarian surnames are gendered.
A child also carries a patronymic formed from the father's given name, so recognition changes the child's middle name as well as the record.
The EGN, and the Cyrillic
The EGN, ten digits encoding date of birth and sex, identifies each person and does not change. It frequently begins with a zero that spreadsheets eat, and we reproduce it exactly.
