A Bulgarian court expert is a вещо лице — a knowledgeable person — appointed from lists approved annually for each appellate region and published, with specialties defined by a national classifier.
The lists are regional and annual, so an expert appointed in one year and region may not appear in another. We reproduce the specialty and the appointing court.
The oath, and the liability
The expert declares awareness of criminal liability for a knowingly false conclusion, and the declaration appears in the report or the record of the hearing at which they were appointed.
It is a procedural requirement rather than boilerplate, and we translate it.
Single, three-member and expanded expertise
A Bulgarian court may order expertise by a single expert, by a three-member panel, or an expanded or repeat expertise where the first is contested.
So a file may contain successive reports by different compositions, and the composition tells a reader how contested the question was. We name it.
The EGN, and the Cyrillic
Reports identify the parties by EGN, ten digits encoding date of birth and sex, frequently beginning with a zero that spreadsheets eat.
