The legalisation chain is part of the document
An Argentine título reaches a foreign institution under a chain of legalisations — the university, then the education ministry, then the foreign ministry, then an apostille. Each step adds a stamp or a page.

The qualification is translated by name, not by asserted equivalence
We translate what the degree is called and leave what it is worth to a credential evaluator. Saying a qualification "is equivalent to a US bachelor's degree" is an evaluation rather than a translation, and it is a claim a translator has no standing to make — evaluators are paid to make it, they carry the liability for it, and they do not always agree with one another.

What USCIS requires
Under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate. Every seal, stamp and marginal note is part of the document, so every one is translated.
