How we know · policy checked on October 31, 2026

Service Oklahoma's staff procedure for license transfers (SOP A.02) asks for an English translation of one document: the traffic record, dated within the last 60 days, for a license from Canada, Germany, France, Taiwan or a US territory, and a Korean driving record issued within six months when a Korean applicant has no International Driving Permit.

It does not say who must translate, so a certified translation from a professional service such as eVerbary fits its wording for that record.

The public pages we read publish no translation rule, and the procedure sets none for any other document.

Does it accept eVerbary? For this document only

For the driving record only.

SOP A.02 asks for an "English translation of traffic record" on a foreign license transfer and does not restrict who translates (Class D transfers procedure), so a certified translation from a professional service such as eVerbary fits that wording for the record.

It is a staff procedure posted on oklahoma.gov; no public page we read repeats it. Policy checked on October 31, 2026.

Worth knowing about Service Oklahoma

Driving record only

The translation rule covers the traffic record on a foreign license transfer.

Recent record

Dated within 60 days; a Korean record issued within six months.

Staff procedure

The rule is in SOP A.02, not on a public page.

Service Oklahoma requirements in detail

Translation

For a transfer from Canada, Germany, France, Taiwan or a US territory: an English translation of the traffic record, dated within the last 60 days (Service Oklahoma SOP A.02: Class D transfers).

Who may translate

Not specified in the procedure (Service Oklahoma SOP A.02: Class D transfers).

Where the rule is

SOP A.02, effective February 26, 2025, with a pointer in SOP A.01 (Service Oklahoma SOP A.01: original issuance). The required documents and transfer pages do not mention translations.

Tests

Reciprocal agreements with Germany, France, Taiwan and South Korea waive the knowledge and skills tests but not the vision test. For France, only Category B licenses (Service Oklahoma SOP A.02: Class D transfers).

South Korea

The license is surrendered and sent back to Korea.

The usual route is an International Driving Permit from the Korean police agency; without one, an English translation of the Korean driving record issued within six months, which the procedure calls very rare (Service Oklahoma SOP A.02: Class D transfers).

Other foreign licenses

Skills test waived only if that country's examination requirements are on file with Service Oklahoma and meet its standards (OAC 670:15-9-7(f), Service Oklahoma SOP A.02: Class D transfers).

Identity and presence

Legal presence verified through SAVE (Service Oklahoma SOP A.02: Class D transfers). A foreign passport counts with a valid US visa and valid I-94 (Required documents).

Name change documents

Each must be an original or certified copy, and notarized documents are not accepted. The page has no rule on translating them (Required documents).

One document, in a staff procedure

Oklahoma's only published translation rule we found is a line in a table for examiners.

SOP A.02 lists what each country's applicant brings, and for Canada, Germany, France, Taiwan and US territories it says "English translation of traffic record, dated within last 60 days."

For Germany, France and Taiwan, examiners use that record as proof of eligibility, with no email to the Help Desk. The record must be recent when you apply.

The procedure says who brings what, not who translates. It does not mention translating the license, a passport or a civil record, and the required documents page is silent on translation too.

Since this is an internal document, with a next-review date of February 2026 that has passed, ask an office to confirm before you order.

South Korea and other countries

Korean licenses follow two routes.

Normally the applicant, at least 18, presents the Korean license with an International Driving Permit from the National or Metropolitan Police Agency; if those are valid, only the vision test remains, and the permit is not surrendered.

The second route, for applicants with no permit, uses an English translation of the Korean driving record issued within the past six months (Service Oklahoma SOP A.02: Class D transfers).

For any other country, the skills test can be waived only if its examination requirements are on file with Service Oklahoma and meet its standards (Service Oklahoma SOP A.02: Class D transfers). The procedure does not list those countries and sets no translation rule for them.

$24.95 per page with no word cap, certification included, usually within 24 hours for one to three pages. See the price before you pay.

Documents people usually translate

  • Traffic or driving record for a transfer from Canada, Germany, France (Category B), Taiwan or a US territory
  • Korean driving record, when the applicant has no International Driving Permit

What an eVerbary translation includes

  • A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
  • A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload or print.
  • $24.95 per page with no word cap, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
  • Notarization added at checkout ($34.90 per order) when the office asks for a notarized translation.

Submitting the translation to Service Oklahoma

  • Bring the record and its translation with your foreign license and your identity, lawful presence and residency documents to a licensing office; foreign transfers follow the out-of-state process with the added requirements (procedure, transfer page).

  • The record must be dated within 60 days, so order it from your home authority first and the translation right after.

What we do not do

eVerbary translates documents; it is not the DMV and does not issue licenses, International Driving Permits or REAL ID decisions.

For Service Oklahoma that means we translate and certify your driving record; we do not get the record from your home country, issue International Driving Permits or decide whether your license qualifies for a transfer.

How to order

  1. Scan or photograph every page of the document, front and back, including any stamps on the reverse.
  2. Upload it, choose the language and "certified", and see the price before paying.
  3. Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.

Frequently asked questions

What does Service Oklahoma want translated?

The traffic or driving record, for a foreign license transfer (Service Oklahoma SOP A.02: Class D transfers). That is the only translation rule we found.

Which foreign licenses can I transfer without tests?

Germany, France (Category B only), Taiwan and South Korea under reciprocal agreements, and Canada and US territories in the same table; the vision test still applies (Service Oklahoma SOP A.02: Class D transfers).

Who can translate my driving record?

The procedure does not say (Service Oklahoma SOP A.02: Class D transfers). A certified translation from a professional service fits its wording for that record.

I have a Korean license. Do I need a translation?

Usually not: the procedure expects an International Driving Permit from the Korean police agency. Without one, it asks for an English translation of your Korean driving record issued within six months (Service Oklahoma SOP A.02: Class D transfers).

Do I need my foreign license itself translated?

The procedure does not ask for it; it asks for the record (Service Oklahoma SOP A.02: Class D transfers). Ask the office if you are unsure.

Does Service Oklahoma accept a translated marriage certificate?

It publishes no rule on that. The name change list asks for an official government-issued certificate, as an original or certified copy (Required documents). Ask the office before you order.
