Hawaii county driver licensing offices and Hawaii Department of Transportation: Translation Requirements for Documents in Another Language

For four documents on a limited purpose license: Hawaii law asks for a certified translation or an affidavit of translation, without saying who makes it. Reciprocity transfers need a consulate-sealed letter.

How we know · policy checked on October 31, 2026

Hawaii depends on the license.

For a limited purpose license or ID, HRS 286-104.5 says a foreign driver's license, marriage license, divorce certificate, student ID or electoral card in another language must come with a certified translation or an affidavit of translation, and it does not say who makes it, so a certified translation from a professional service such as eVerbary fits that wording.

Transferring a license from Japan, Korea or Taiwan is different: the applicant needs a verification letter notarized, translated and sealed by the consulate, and our translation does not replace it.

Does it accept eVerbary? For these documents only

Yes for the limited purpose license and ID, which take a certified translation or an affidavit of translation with no limit on who makes it (HRS 286-104.5, Honolulu state ID page), so a certified translation from a professional service such as eVerbary fits.

No for a reciprocity transfer, which needs the consulate's sealed letter (Foreign Driver's License Transfer).

Honolulu also wants a minor's foreign birth certificate translated by a translator its Driver's Licensing Section authorizes (Driver's license FAQ); it publishes no list, and we do not claim to be authorized. Policy checked on October 31, 2026.

Worth knowing about Hawaii county DMVs

Certified or affidavit

HRS 286-104.5, for four kinds of foreign document on a limited purpose license.

Consulate letter

Japan, Korea and Taiwan transfers skip the tests but need a letter the consulate seals.

Run by the counties

Honolulu, Maui, Hawaii and Kauai each issue licenses. Rules here come from the statute and Honolulu.

Hawaii county DMVs requirements in detail

Translation

For a limited purpose license or permit: a marriage license or divorce certificate, foreign federal electoral photo card issued on or after January 1, 1991, foreign student ID or foreign driver's license, if not in English, needs a certified translation or an affidavit of translation (HRS 286-104.5).

Foreign nationals, instruction permit

Honolulu's FAQ says all documents must be translated into the English language and does not say by whom (Driver's license FAQ).

Who may translate

Not restricted in the statute (HRS 286-104.5, limited purpose driver's licenses).

Two exceptions: the consulate for a reciprocity letter (Foreign Driver's License Transfer), and a translator authorized by Honolulu's Driver's Licensing Section for a minor's foreign birth certificate (Driver's license FAQ).

Reciprocity

Japan, Korea and Taiwan only, with no written or road test. The license must be valid; an expired one needs both tests. It is invalidated and returned to you (Foreign Driver's License Transfer, HRS 286-102).

Other foreign licenses

Honolulu's route is an instruction permit: eye test and general knowledge test, then a permit that expires with your legal stay (Driver's license FAQ).

At the road test, convention-country license holders show the license, a valid International Driving Permit and a passport with an entry date under a year old (Road test).

Visitors and IDP

Honolulu says a license from a country that ratified the 1949 Geneva Convention may be used for up to one year after entry, with your passport, from age 18, and strongly recommends an IDP; a second FAQ answer lists the permit as needed (Driver's license FAQ).

The statute's own exemption names US states, territories and Canadian provinces, not other countries (HRS 286-105).

REAL ID

Originals or certified copies, not notarized copies. A foreign passport counts with an unexpired US visa and approved I-94.

The name-change list names marriage and civil union certificates that are US government issued, and court orders (Acceptable documents for a REAL ID compliant license, revised March 13, 2024).

Test language

In Honolulu, an oral test by phone translation on Tuesdays or an oral classroom test in English on Thursdays, booked at Kapalama, for a $10 fee (Driver's license FAQ). Call (808) 768-9100 (Driver's license procedures).

Where the translation rule applies

The limited purpose license exists for people who cannot or will not prove authorized presence in the United States.

Honolulu says counties have issued it since January 2016; it still requires proof of legal name, date of birth and Hawaii residence, it is not REAL ID compliant, and it is not accepted for official federal purposes (Limited Purpose Driver's License).

HRS 286-104.5 lists the documents that can establish identity, and item 15 carries the translation rule: a marriage license or divorce certificate, a foreign federal electoral photo card, a foreign student ID or a foreign driver's license (HRS 286-104.5, limited purpose driver's licenses).

The limited purpose state ID repeats the same words and the same four documents (State ID, including the Limited Purpose State ID).

The rule offers two forms, a certified translation or an affidavit of translation, and defines neither.

The same list takes a consular ID or home-country passport, or a sealed foreign school record with a photograph, and attaches no translation wording to those.

Our certified translation carries a signed certificate of translation accuracy; if an office asks for a sworn affidavit, ask what it wants before ordering. Notarization, $34.90 per order, can be added.

Transferring a license from Japan, Korea or Taiwan

Honolulu says reciprocity agreements exist with only these three countries.

You apply in person by AlohaQ appointment, as for an out-of-state transfer, and bring the valid license, the consulate verification letter and the REAL ID documents.

The letter must be notarized, translated and sealed by your consulate, and the page links the Consulate General of Japan, the Consulate General of Korea and the Taipei Economic and Cultural Office in Honolulu.

You must be 18 or older. You leave with a temporary type-3 license, and the plastic card is mailed in four to five weeks (Foreign Driver's License Transfer).

By statute the examiner notifies the authority that issued your foreign license that it was invalidated and returned because you are now licensed in Hawaii (HRS 286-102). A translation from us, however certified, does not stand in for the consulate's letter.

Where Honolulu goes further than the statute

Two Honolulu FAQ answers are not in the statute.

For foreign nationals applying for an instruction permit, with or without a valid foreign license, it says all documents must be translated into English, with no word on the translator.

For a minor born abroad, it says the foreign birth certificate must be translated by a translator authorized by the Driver's Licensing Section (Driver's license FAQ).

Before you order for a minor, call (808) 768-9100 or email dl@honolulu.gov and ask who it authorizes (Driver's license procedures).

Maui, Hawaii and Kauai counties run their own offices, and their pages did not open for us, so check locally (county list).

Submitting the translation to Hawaii county DMVs

What we do not do

eVerbary translates documents; it is not the DMV and does not issue licenses, International Driving Permits or REAL ID decisions.

For Hawaii that means we translate your documents; we cannot supply the consulate verification letter for a Japan, Korea or Taiwan transfer, and we do not issue licenses or International Driving Permits.

How to order

  1. Scan or photograph every page of the document, front and back, including any stamps on the reverse.
  2. Upload it, choose the language and "certified", and see the price before paying.
  3. Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.

Frequently asked questions

Does Hawaii accept a certified translation of a foreign driver's license?

For a limited purpose license or ID, the statute asks for a certified translation or an affidavit of translation and does not limit who makes it (HRS 286-104.5). For a reciprocity transfer it is not enough: you need the consulate's letter (Foreign Driver's License Transfer).

Which foreign licenses transfer to Hawaii without tests?

Valid licenses from Japan, Korea and Taiwan, with the consulate verification letter. An expired license needs the written and road tests (Foreign Driver's License Transfer).

What is the consulate verification letter?

A letter notarized, translated and sealed by your consulate, required for a reciprocity transfer. Honolulu's page links the three consulate offices (Foreign Driver's License Transfer). We do not provide it.

Can I drive in Hawaii on my foreign license?

Honolulu says yes for up to one year after entry if your country ratified the 1949 Geneva Convention, with your passport, from age 18, and it strongly recommends an International Driving Permit (Driver's license FAQ).

Who can translate a foreign birth certificate for a minor's permit?

Honolulu says a translator authorized by its Driver's Licensing Section (Driver's license FAQ). It publishes no list, so ask at (808) 768-9100 before you order.

Can I take the written test in another language?

Honolulu offers an oral test, by phone translation on Tuesdays or in English on Thursdays, for a $10 fee; restrictions may apply (Driver's license FAQ).
