How we know · policy checked on October 21, 2026

The Delaware DMV asks that documents in a foreign language be translated into English by a professional translator and presented with the original document.

That rule is published for the Driving Privilege Card, the driving-only license for residents who cannot prove legal presence, and covers a minor's birth certificate and marriage, divorce and name-change records.

A certified translation from a professional service such as eVerbary meets it; the fingerprinting and tax filing certificate the card also requires come from other agencies.

Delaware DMV requirements in detail

Translation

Documents in foreign languages must be translated into English and accompany the original foreign-language document (Driving Privilege Card).

Who may translate

A professional translator (Driving Privilege Card, brochure).

Original or copy

Originals or certified documents; photocopied, altered or expired documents are not accepted (Driving Privilege Card).

Name change documents

Marriage license or civil union certificate issued by a government entity with a raised seal (not signed by clergy), court name change order, or final divorce decree, each translated by a professional translator (Driving Privilege Card).

Minors

An original and a translated copy of the birth certificate, in addition to a foreign passport or consular ID (Driving Privilege Card).

Foreign license

Visitors over 16 may drive on a valid home-country license; 60 days after becoming residents they apply for a Delaware license and take the knowledge and road exams, except holders from Germany, Taiwan and France (Class D only) (Driver license transfers, over 18).

Standard license

The DMV publishes no translation rule for the standard license; its exchange-student page asks for a certified birth certificate in English (Licenses for exchange students).

The Driving Privilege Card and its documents

Delaware's Driving Privilege Card is a license for driving only, valid for four years and not for identification, issued to Delaware residents who cannot show legal presence in the United States.

The application runs in three steps: fingerprints at the State Bureau of Identification, a Certification of Filing Compliance from the Division of Revenue for the previous two years of Delaware taxes, and then a visit to the DMV with original documents.

Identity is proven with a valid foreign passport, a consular ID card from an approved list (Brazil, Colombia, Ecuador, Guatemala, Mexico) or, for Mexico, the electoral card; some national ID cards are accepted only with a passport.

Those are verified electronically.

The translation rule applies to what comes next: the birth certificate of a minor, and every marriage, civil union, divorce or court name-change record, all translated into English by a professional translator and brought with the original (Driving Privilege Card).

Foreign licenses in Delaware

A non-resident over 16 with a valid license from their home country may drive in Delaware with it in their possession. Sixty days after becoming a resident, they must apply for a Delaware license and may keep the foreign one.

Everyone licensed in another country takes the knowledge and road exams, except drivers from Germany, Taiwan and France, who are exempt for a Class D license only; endorsements are not covered (Driver license transfers, over 18).

The DMV does not publish a translation rule for the foreign license itself. For Driving Privilege Card applicants who cannot read or write, it allows translators to assist during the application and testing process (Driving Privilege Card).

Documents people usually translate

What an eVerbary translation includes

  • A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
  • A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload or print.
  • $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
  • Notarization added at checkout ($34.90 per order) when the office asks for a notarized translation.

Submitting the translation to Delaware DMV

  • Bring the original foreign-language document and its English translation to the DMV appointment, with the State Bureau of Identification receipt and the Division of Revenue certificate; the DMV verifies, scans and stores images of all documents (Driving Privilege Card).

What we do not do

eVerbary translates documents; it is not the DMV and does not issue licenses, International Driving Permits or REAL ID decisions.

For the Delaware DMV that means we translate your documents; the fingerprint receipt and the Certification of Filing Compliance come from the State Bureau of Identification and the Division of Revenue.

How to order

  1. Scan or photograph every page of the document, front and back, including any stamps on the reverse.
  2. Upload it, choose the language and "certified", and see the price before paying.
  3. Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.
