The certidão permanente and its access code
Portugal registers births at a Conservatória do Registo Civil, and the birth record (assento de nascimento) is issued either on paper or as a certidão permanente: an online certificate consulted with an access code, valid for six months, which many offices accept as a printout with the code. Either way it is translated in full, the code included.
Later events are added to the record as averbamentos — marriage, divorce, a change of name, death — and a certificate shows only those recorded when it was issued, so order a recent one. What USCIS requires
Under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate. Every seal, stamp and marginal note is part of the document, so every one is translated.
