How we know · policy checked on October 31, 2026

The West Virginia DMV's translation wording covers one document: a foreign passport, "with English translation," which non-immigrants bring and immigrants bring when their temporary I-551 stamp is in it.

It does not say who must translate, so a certified translation from a professional service such as eVerbary fits that wording for the passport.

The DMV also lists a form called Driver's License Certified Translation (DMV-10-DLT), but its file did not open on October 31, 2026 and no DMV page says when it applies, so ask the DMV about a foreign license at 1-800-642-9066.

West Virginia DMV at a glance

Does it accept eVerbary? For this document only

For a foreign passport only.

The West Virginia DMV asks for a valid foreign passport "with English translation," with no rule on who translates (Applicants who are immigrants, non-immigrants or refugees), so a certified translation from a professional service such as eVerbary fits that wording for the passport.

We could not read the rule behind form DMV-10-DLT, so we make no statement about a foreign license. Policy checked on October 31, 2026.

West Virginia DMV requirements in detail

Who may translate

Form DMV-10-DLT

The forms page lists "Driver's License Certified Translation" with no description. Its file returned a 404 error on October 31, 2026, and no DMV page we read says when it is required.

Other non-immigrant documents

Social Security card, two proofs of West Virginia residency, Form I-94, a US visa where required and original immigration documents (Applicants who are immigrants, non-immigrants or refugees).

Students and workers

F-1 or F-2: Form I-20 and school verification not more than 20 days old. J-1 or J-2: Form DS-2019 and verification not more than 30 days old. Work status: employer verification not more than 30 days old (Applicants who are immigrants, non-immigrants or refugees).

Name change documents

Certified marriage certificate for each marriage, not souvenir or minister's copies, amended birth certificate, court order or certified divorce decree. The page has no translation rule for them (Acceptable proof documents).

Visitors

A nonresident at least 16 with a valid license from another state or country is exempt, limited to 90 days in a calendar year (Procedures on driver's licenses).

Test interpreter

Form DMV-8-FL: by appointment; the interpreter must hold a West Virginia license or photo ID and attach a copy, and the test is recorded and reviewed (Form DMV-8-FL: Affidavit for a foreign language interpreter).

What the passport rule covers

The wording appears on the DMV's page for immigrants, non-immigrants and refugees, and only for a passport.

Non-immigrants, such as students, exchange visitors and temporary workers, bring "a valid foreign passport with English translation" along with their I-94, visa and original immigration documents.

Immigrants have three options: a green card, a re-entry permit, or a temporary I-551 stamp in a foreign passport (with English translation) or on Form I-94.

Refugees and asylees follow a separate list built on US documents, with no passport or translation in it.

The DMV's acceptable proof documents page lists a foreign passport with a valid US visa and I-94 and does not mention a translation.

For name changes, the DMV must be able to link every legal change, and asks you to call 1-800-642-9066 to confirm which records to bring; ask then about any record not in English.

Form DMV-10-DLT and the test interpreter

The forms page lists Driver's License Certified Translation (DMV-10-DLT) under drivers, with no description. We tried its link and other addresses on the state's sites on October 31, 2026, and all returned a 404 error.

No DMV page we read says who needs the form or what it asks of a translator, so we leave its terms out here. If you hold a foreign license and are applying, call the DMV before you order anything.

Testing with a language interpreter uses a different form, DMV-8-FL. You book by phone.

The interpreter swears not to rephrase questions or help with answers, a DMV employee is present, and the recording goes to an independent interpreter.

If the DMV finds the interpreter helped, your permit is revoked and you wait six months to retest.

What an eVerbary translation includes

  • A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
  • A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload or print.
  • $24.95 per page with no word cap, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
  • Notarization added at checkout ($34.90 per order) when the office asks for a notarized translation.

Submitting the translation to West Virginia DMV

  • Bring the original passport and its English translation, with the other documents for your status, to a DMV regional office (document list, where to apply).

  • Call 1-800-642-9066 before your visit if you also have a foreign license or a name change.

What we do not do

eVerbary translates documents; it is not the DMV and does not issue licenses, International Driving Permits or REAL ID decisions.

For the West Virginia DMV that means we translate your passport; immigration documents, school or employer letters and the license come from their own issuers, and we do not issue International Driving Permits.

How to order

  1. Scan or photograph every page of the document, front and back, including any stamps on the reverse.
  2. Upload it, choose the language and "certified", and see the price before paying.
  3. Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.
