How we know · policy checked on October 21, 2026
Kentucky's Division of Driver Licensing says foreign licenses, birth certificates and marriage licenses must include a notarized, translated statement, and it does not say who must translate.
A certified translation from a professional service such as eVerbary, with notarization added at checkout ($34.90 per order), meets that rule.
We translate the documents; the testing, which depends on your status and on whether your license comes from Taiwan or South Korea, is scheduled with the Kentucky State Police.
Kentucky Driver Licensing at a glance
Does it accept eVerbary? Yes
Kentucky asks that foreign licenses, birth certificates and marriage licenses "include a notarized, translated statement" and names no particular translator (Non-US citizens and permanent residents), so a certified translation from a professional service such as eVerbary, notarized, meets it. Kentucky Driver Licensing requirements in detail
Translation
Foreign licenses, birth certificates and marriage licenses must include a notarized, translated statement (Non-US citizens and permanent residents).
Who may translate
Not specified; the page asks only for the notarized, translated statement (Non-US citizens and permanent residents).
Notarization
Required: the statement is notarized (Non-US citizens and permanent residents).
Under 18, first license
Applicants under 18 bring their birth certificate with a notarized, translated statement of the information on it (Non-US citizens and permanent residents).
Foreign license, visitors
Non-US citizens may drive with a valid foreign license and an International Driving Permit for up to one year from admission, if their country is a party to the Geneva Convention; residents need a Kentucky license within 30 days (Non-US citizens and permanent residents).
Foreign license, residents
A license from a reciprocity country (Taiwan and South Korea) needs a vision test; a license from another country the US accepts needs written, vision and road tests; a license from a country the US does not accept means starting with a permit (Non-US citizens and permanent residents).
Originals
All documentation must be in its original form and is subject to approval (Non-US citizens and permanent residents); a certified marriage certificate is on the list of proof documents (Valid proof documents).
Forms
The Division lists Form TC 94-197, Interpreter Affidavit of a Foreign Country Driver License, among its resources (Non-US citizens and permanent residents).
Notarized, and for three kinds of document
Kentucky's rule is short: foreign licenses, birth certificates and marriage licenses must include a notarized, translated statement (Non-US citizens and permanent residents). The page does not limit who translates. What it adds is the notary, so order the translation with notarization.
First-time applicants under 18 meet the rule early: they bring their birth certificate together with a notarized, translated statement of what it says (Non-US citizens and permanent residents).
Adults usually meet it with the foreign license, or with a marriage certificate when the name on their immigration documents differs from the one they use.
The Division also lists its own Form TC 94-197, an interpreter affidavit for a foreign license; we could not open the form on the Cabinet's site, so if your office asks for it, upload it with your order and say so in the notes.
Which test you take depends on your license and status
The Division sorts applicants by status.
Permanent residents with an International Driving Permit and a Taiwan or South Korea license take only the vision test; with a license from another country the US accepts, vision and written; with a license from a country the US does not accept, all three tests, starting with a permit.
Non-US citizens with a reciprocity license take the vision test, and with any other foreign license the written, vision and road tests (Non-US citizens and permanent residents).
Testing is scheduled through the Kentucky State Police before you visit the regional office.
Where Kentucky's pages differ
The same page says visitors may drive for up to one year with a foreign license and an International Driving Permit if their country is a party to the Geneva Convention, and, in its FAQ, if their country is on the reciprocity list (Non-US citizens and permanent residents).
The Kentucky State Police driver manual also ties the one-year rule to the Foreign License Reciprocity list (driver manual).
The page also carries an older testing table that gives reciprocity license holders written, vision and road tests. We have not resolved those differences; ask a Driver Licensing Regional Office which applies to you.

- Foreign divorce decrees, when a name has to be linked
What an eVerbary translation includes
- A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
- A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload or print.
- $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
- Notarization added at checkout ($34.90 per order) when the office asks for a notarized translation.
Submitting the translation to Kentucky Driver Licensing
You bring the original document with the notarized translation to a Driver Licensing Regional Office, after scheduling any required testing with the Kentucky State Police (Non-US citizens and permanent residents).
Choose notarization at checkout so the translator's statement is signed before a notary; we deliver the PDF, and you bring the printed, notarized translation with the original.
What we do not do
eVerbary translates documents; it is not the DMV and does not issue licenses, International Driving Permits or REAL ID decisions. For Kentucky that means we translate and notarize; testing is with the Kentucky State Police and we do not issue International Driving Permits.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.
