How we know · policy checked on October 31, 2026

Oregon DMV's translation rule covers one document: a foreign passport "containing English or with English translation," not expired more than five years, as primary proof of identity for a license, permit or ID that is not REAL ID.

It does not say who must translate, so a certified translation from a professional service such as eVerbary fits its wording for that passport.

The page sets no translation rule for anything else, including the foreign birth certificates, marriage licenses and driver licenses it lists as secondary proof.

Worth knowing about Oregon DMV

Foreign passport only

The rule covers a passport with no English, nothing else.

Not for REAL ID

It sits on the identity list for non-REAL ID credentials.

Expired under five years

The passport cannot be expired more than five years.

Oregon DMV requirements in detail

Translation

A foreign passport without English needs an English translation, when it is primary proof for a license, permit or ID that is not REAL ID (Required identity documentation).

Who may translate

Other foreign primary proof

Consulate ID cards from 12 listed countries, a certificate of identity from a foreign consulate, a Mexico voter card and a Ukrainian ID passport card, with no translation rule stated (Required identity documentation).

Foreign secondary proof

Two documents from different agencies if you have no primary one. The list includes a foreign government birth certificate, marriage license, driver license or ID, military ID, passport and voter card, with no translation rule stated (Required identity documentation).

Original or copy

Originals or certified copies; photocopies are not acceptable. DMV may ask for more proof or refuse any document (Required identity documentation).

REAL ID

Needs an unexpired foreign passport with an unexpired US visa and approved I-94, or another listed status document. This list has no translation clause (Required identity documentation).

Foreign license, new residents

A license from Canada, Germany, Japan, South Korea or Taiwan, surrendered and expired less than a year, may skip the knowledge and drive tests. From any other country, the knowledge test is required (Get an Oregon driver license).

Test languages

The knowledge test can be read and heard in English, Spanish, Arabic, Simplified Mandarin, Japanese, Korean, Russian and Vietnamese. No one else may be in the test area unless you need a translator (Get an Oregon driver license).

What the passport rule covers

The rule is one entry on Oregon's identity documents page, under proof of identity and date of birth for a credential that is not REAL ID.

A foreign passport counts if it contains English, or comes with an English translation, and has not been expired more than five years. If the data page already has English, the rule asks for nothing more.

Nothing else on that page asks for a translation. Foreign birth certificates, marriage licenses, driver licenses and voter cards appear as secondary proof with no language rule, and the REAL ID list has none either.

DMV reserves the right to ask for more proof or refuse any document, so if you plan to use one of those in another language, ask an office before you order.

Transferring a license from abroad

New residents must get a license within 30 days if they want to drive (Moving to Oregon).

Surrendering a license from Canada, Germany, Japan, South Korea or Taiwan, not expired more than a year, may waive the knowledge and drive tests (Get an Oregon driver license); a motorcycle endorsement transfers only from Canada and Japan (Moving to Oregon).

A license from another country means the knowledge test, and those countries are not on the drive test waiver list (Get an Oregon driver license).

Visitors may drive on a valid license from another country. Oregon counts as visitors people who are permanent residents elsewhere, military stationed in Oregon, and students paying non-resident tuition (Moving to Oregon). The pages we read set no translation rule for a foreign license.

Submitting the translation to Oregon DMV

What we do not do

eVerbary translates documents; it is not the DMV and does not issue licenses, International Driving Permits or REAL ID decisions. For Oregon DMV that means we translate and certify your passport; we do not decide which documents an office accepts or issue licenses or International Driving Permits.

How to order

  1. Scan or photograph every page of the document, front and back, including any stamps on the reverse.
  2. Upload it, choose the language and "certified", and see the price before paying.
  3. Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.
